Im trying to enroll my son into pre k, in public school, i thought it was free? am i wrong?

i live in jefferson parish in harvey, louisiana. my son is 3 yr old, he will be 4 in march. what is the exact age for a child to start pre k, and is my son late? ive always thought 4 was the age to start pre k?
