What's the smallest pony I can ride?

I'm 20 years old and I'm a quite big girl.I'm 186cm (about 6'1'' in feet I think) and I weigh just over 90 kgs (about 200 pounds). I would like to take up riding but I'm also a little scared of being on a huge horse.So I prefer a pony to be a little closer to the ground.I've ridden all kind of ponies from 12hh to 14.2hh.Most people tell me I'm to big even for the 14,2hh ponies :( On the 12hh ponies I could feel that it wasn't easy for the pony to carry me.But on the 13hh I thought it was ok.I don't care about looking silly on the pony and I don't want to do any fancy riding and jumping.Just taking it for a walk. Will I be a pony abuser if I ride on a 13hh pony?
