What should be an exact or ideal size and looks of purebred papillon dogs.?

just curious,bec ive seen large ones seems mixed with spitz others are small as chihuahuas..some have face of a sheltie,,im planing to get one coz i find the breed intresting,,papillon breeders, expert owners show judges pls help..thanks
